how do we submit our proposal?

Sorry if this is obvious in the instructions and I'm missing it, but how do we submit our proposal? Via the challenge.gov website? Or via email? I have registered, but I'm not finding any function that indicates a way to submit....

    Hi Amy - Thank you for your interest in this Challenge. Once you register as a user on Challenge.gov, visit the site for this specific Challenge (http://collegestudentdrinking.challenge.gov) and you should see a button labelled "Enter a Submission." toward the top of the page. Good luck!
